At both TSK collision centers, a repair can qualify for the deductible discount when all of this is true:
The discount is the amount of your deductible, capped at $1,000, and it is credited on your final invoice rather than paid in cash.
Your insurer has to approve the repair amount before eligibility can be confirmed.
A balance can remain for deductibles over $1,000, repairs your policy does not cover, betterment, policy exclusions or extras you ask for.
TSK does not cut necessary repair procedures to make room for the discount.

No. The discount equals your deductible, up to $1,000: a $500 deductible can save up to $500, and a $1,500 deductible can save up to $1,000, leaving $500 to pay. The repair must also meet every eligibility requirement.
